В разделительном вопросе «хвостик» обычно строится по правилу:

• утвердительное предложение → отрицательный «хвостик»;

• отрицательное предложение → утвердительный «хвостик»;

• используется то же вспомогательное слово: is, are, was, will, can, could и т. д.;

• если вспомогательного глагола нет, берём do / does / did.

В № 20 слово never имеет отрицательное значение, поэтому «хвостик» нужен утвердительный: does he?
