2) was working

Длительное действие “в процессе” в тот момент → Past Continuous.

3) had blown down

…because the wind had blown down the fence during the night.
Забор упал раньше (ночью), а работал он уже потом (к 8 утра) → Past Perfect.

4) Did you manage

Did you manage to fix it?
“Удалось ли?” — вопрос о результате в прошлом → Past Simple (вопрос).

5) did

Yes, I did it eventually…
Законченное действие, результат достигнут → Past Simple.

6) was

…but it was very hard work.
Описание/оценка в прошлом → Past Simple.

7) asked

I asked my neighbour to help…
Законченное действие в прошлом → Past Simple.

8) did you call

Why did you call me?
Вопрос о факте звонка в прошлом → Past Simple (вопрос).

9) wanted

I wanted to tell you about the factory.
Намерение/желание в тот момент в прошлом → Past Simple.

10) closed down

It closed down yesterday.
Есть “yesterday” → почти всегда Past Simple.

11) had had

The company had had problems for a long time before…
Проблемы длились до решения закрыть завод → Past Perfect (и у “have” форма будет “had had”).

12) decided

…before they finally decided to close down the factory.
Решение — событие в прошлом → Past Simple.

13) hoped

I hoped they would change their minds…
Надежда в прошлом → Past Simple.

14) had been

It had been a part of the town for years.
Завод был частью города много лет до момента закрытия/разговора о закрытии → Past Perfect.

15) has now found

…everyone who worked there has now found a new job.
Результат актуален “сейчас”: люди уже нашли работу к текущему моменту → Present Perfect.
(“everyone” — единственное число, поэтому has.)
